The Introduction Of The Sabah Temporary Pass/PSS  (Pengenalan Kepada Pas Sementara Sabah / PSS)

The Sabah Temporary Pass (PSS) is a proposed new Immigration Department document issued to immigrants, replacing the existing documents namely IMM13, Burung-Burung Card and Census Certificate. This decision was announced by the Main Immigrant Management Committee on 6 September 2019 and scheduled to be implemented on 1 June 2020. The system aims to streamline the bureaucratic process and enable better documentation of migrants in Sabah. Currently, there are 51,645 IMM13 holders, 47,518 Census Certificates, and 39,892 Burung-Burung card holders (source: “What is PSS”, Malaysiakini, 10 January 2020). However, the planned implementation of the PSS was cancelled by the State government on 22 January 2020 after taking into consideration the many objections raised.

Pas Sementara Sabah (PSS) ialah dokumen baru Jabatan Imigresen yang dikeluarkan terhadap pendatang, bagi menggantikan dokumen sedia ada iaitu IMM13, Kad Burung-Burung dan Sijil Banci. Ini susulan keputusan yang dibuat oleh Jawatankuasa Pengurusan Warga Asing pada 6 September 2019 dan dijadualkan untuk dilaksanakan pada 1 Jun 2020. Sistem in bertujuan untuk menyusun proses birokrasi bertindih dan membolehkan dokumentasi pendatang yang lebih baik di Sabah. Pada masa ini, terdapat 51,645 pemegang IMM13, 47,518 pemegang Sijil Banci, dan 39,892 pemegang kad Burung-Burung (sumber: “Apa itu PSS”, Malaysiakini, 10 Januari 2020). Walau bagaimanapun, pelaksanaan PSS yang dirancang telah dibatalkan oleh kerajaan negeri pada 22 Januari 2020 setelah mempertimbangkan beberapa bantahan yang dibangkitkan.
